Public hearing scheduled on proposed biomass plant

The Transylvania County Board of Commissioners will conduct a public hearing on a proposed moratorium on the development and construction of a bio-mass electricity generating facility using a pyrolysis process and a materials recovery facility and any facility using municipal solid waste as a feedstock.

The public hearing will take place during a regular meeting of the Board of Commissioners at 7 p.m. Monday, July 8, in the large courtroom of the Transylvania County Courthouse.

The proposed ordinance would prohibit the issuance of any and all development approvals required by law, including but not limited to development permit, building permit, septic tank permit, well permit, or any other County permit.

A moratorium on such approvals for the next 12-month period is necessary to provide sufficient time for county staff, elected officials, and citizens to understand the potential impacts this type of facility may have on the health, safety and general welfare of citizens and the peace and dignity of the County and to develop and implement any appropriate development regulations.

Copies of the proposed moratorium are available in the County Clerk’s office, County Administration Building, 21 East Main St., Brevard, weekdays from 8:30 a.m. to 5 p.m. The proposed moratorium can also be accessed online at www.transylvaniacounty.org.
